Invitation to tender: Secondary Teacher Training Approach evaluation

The Secondary Teacher Training Approach will make a significant contribution to creating a healthier and more active nation. This will be achieved by increasing the number of young people, aged 11 to 18, who have a positive experience and perception of sport and physical activity.

In Sport England’s strategy, Towards an Active Nation, there is a commitment to offer specialist training to every secondary school in England by 2020. The Secondary Teacher Training Approach is the investment that will fulfil this commitment. It will challenge and develop the way in which schools value and deliver PE and school sport to better enable them to:

  • build the confidence of young people to take part in physical activity, irrespective of ability;
  • increase young people’s enjoyment of taking part in physical activity, and;
  • avoid negative experiences linked to taking part in physical activity and playing sport.

The intention is to deliver these aims by bringing about whole system change in schools across England.

A Consortium has been established to provide expertise, advice and oversight of this programme and the support it will provide to schools. The Consortium partners include Sport England, the Youth Sport Trust (YST), the Association for PE (AfPE), Activity Alliance, the Teaching Schools Council and the Department for Education (DfE).

Activity Alliance has been commissioned by Sport England to manage the evaluation contract and supplier for the national roll out of the Secondary Teacher Training programme, due to conclude July 2022. The contract has a maximum value of up to £250,000 (including associated expenses and VAT).

The aim of this contract is to engage an independent evaluation partner (or partners) to work with Activity Alliance and the Consortium partners to develop and implement an evaluation framework for this programme and cover the following aspects of the national roll out:

  • Process evaluation: to include the selection and recruitment of TSAs and schools to take part in the programme; understanding how consultants build effective relationships and provide support; and cascading the support and training to schools through the TSA model.
  • Outcome evaluation: to analyse how effectively the pre-determined short, medium and long-term outcomes of the programme have been achieved. This should enable the identification of learning, innovation and good practice that could inform programme process and future project design, development and evaluation.
